Locating the owner of a property who lives abroad?

I would like to locate the owner of several lots in our subdivision that I would like to purchase, however they are located at an address in Taipei Taiwan according to county tax records. Does anyone know how I would go about contacting them? Chinese translator? Certified delivery agent? Etc..Locating the owner of a property who lives abroad?

use the same address as the tax records..

that is how he is being billed.........

and write it out in English..

he probably speaks the language..



usually...........this is "land bank" for them..while they work............in Taiwan..and when they retire they come and look after the property..

if the property is "derelict".(bad upkeep, overgrown, trash dumped).the city can bill for upkeep..

someone is keeping them informed....
